What the La Rousse initiative involves

On 4 July 2025, the Journal de Monaco published a call for competition for the design and implementation of an urban planning and development project within the La Rousse study area. This concerns an urban development process, rather than the launch of a residential sales programme.

In its report of 17 October 2025 on Annonciade II, also referred to as “La Rousse”, Monaco Hebdo described discussions involving housing, public facilities and improved accessibility, including connections with Place des Moulins. State housing was an important part of those discussions. At the stage covered by that reporting, precise volumes and delivery dates remained to be clarified.

For prospective residents, an urban vision, an approved building project and a property launch are distinct milestones. Each provides a different level of certainty about what will eventually be delivered.

Looking beyond the comparison with Mareterra

Mareterra combines residences with landscaped public spaces along the waterfront. The transformation of an existing neighbourhood raises a different set of practical questions: how to connect different levels, improve pedestrian routes and integrate future buildings into an already inhabited area.

At Monaco Properties, we believe these details deserve the attention of owners and buyers. A comparison of scale alone does not explain how everyday life might change. Detailed plans, access arrangements and construction phases will be more useful when assessing the implications for a particular address.

What property owners should consider

New public spaces and better connections could enhance a neighbourhood’s appeal. Construction activity, altered access or new building volumes could also affect the comfort of an individual home, temporarily or over the longer term.

Our approach is to assess each building and apartment individually, considering orientation, views, access, immediate surroundings and the timing of any proposed works. An urban development announcement alone is not evidence of an automatic increase in property values.

For buyers, the home itself remains central

Natural light, building condition, outdoor space, parking and proximity to services remain central to a Monaco property search. The prospect of urban change adds another consideration to that assessment, alongside the qualities of the home itself.

A property should meet your needs today while taking account of how its surroundings might evolve during your ownership. Public announcements should be considered together with the plans and decisions available at the time of your search.
