Monaco Apartment Service Charges: Questions to Ask

Start with the meaning of the quoted figure
Ask which period the amount covers and whether it is an estimate, an advance payment or a figure based on a previous accounting period. Establish when payments are due and whether a later adjustment may apply under the relevant documents.
Then request a breakdown. Depending on the building and arrangement, services may involve shared-area maintenance, lifts, concierge services, heating, water or amenities. Do not assume that all of these are covered, or that an amount paid by an owner is the amount a tenant would pay.
Separate building services from personal consumption
Make a second list for bills arranged separately: electricity, internet, insurance and any other services applicable to the apartment. Ask how water, heating and cooling are supplied and billed. A convenient headline amount is not a complete budget until you know what sits outside it.
Where facilities are advertised, confirm the conditions of access and any extra subscription or usage charges. Consider how often you would actually use them: a service can be valuable without being essential for every household.
Compare the same period and the same scope
Use one annual comparison for recurring expenses, while keeping the actual payment schedule visible. Separate one-off payments and deposits from recurring costs; money needed at signing is not the same as an annual running expense.
| Budget line | Question to resolve |
|---|---|
| Quoted charges | What period and services does the figure cover? |
| Separate bills | Which contracts and consumption costs remain outside it? |
| Adjustments | What review or reconciliation is provided for? |
| Works | What is known, approved or still under discussion? |
| Responsibility | Which amounts apply to this owner or tenant under the documents? |
Request documents, especially when buying
Ask for recent charge statements, the available building budget and information on planned works. Have the relevant documents reviewed before relying on an estimate. Works under discussion should be distinguished from works already approved, priced or paid.
The allocation of charges and works expenses depends on the documents and applicable rules. Have the agent and relevant adviser clarify your position rather than assuming a general division between owner and tenant, or between seller and buyer.
Keep the decision connected to the apartment
A lower figure is not automatically better if essential services are billed elsewhere. Equally, a higher figure should be explained, not accepted simply because a building is prestigious. Compare the overall cost with the comfort, access and facilities you will use.

Frequently asked questions
Are utilities always included?
No assumption should be made from the word “charges”. Request the breakdown for the specific apartment.
Can last year’s statement tell me next year’s cost?
It is a useful reference, but it does not guarantee future spending. Review the current budget and known changes as well.
